I think all political parties should unconditionally disclose all the sources of their fundings.
As far as election expenditure,
(1) I believe it could be a good idea that security deposits for candidates should be prorated on the number of candidates thrown in by the parties in an election.
(2) the Govt should cap the expenditure for each constituency based on the median income of the contestants. All expenditure should be transpaternt and audited and expenditure beyond the capped limit should be taxed.
It would be ideal to have a full- govt funded / without any external funding election in India but given the present mindset and level of political awareness of the population, this will take some time.
Expenditure on electronic media should be taxed prorated on the cumulative amount spent on the resources. I agree this might not curb the might of money at th first shot, but it will definitely bring to the fore the misuse of money power in elections, and thence to stricter laws to put the derailed democratic system on track.
